Quotations are hereby requested for the calculation of actuarial services for inclusion in the Annual Financial Statements (GRAP 25). 1. Description of work: To conduct an actuarial valuation of the municipality’s post-retirement medical aid liability in accordance with GRAP 25 - the accounting standards for employee benefits in the local government, 2. Scope of work: The municipality requires the qualified to assess and value the organisation’s postretirement, medical aid liability, long services award benefit and ex-gratia benefits, 3. Key Activities: I. Data collection & Validation, II. Gather employee and retiree date including age, gender, employment history, medical aid membership, and salary info, III. Review and clean data for completeness and accuracy, 4. Assumption Setting: I. Economic assumptions (e.g., discount rate, inflation), II. Demographic assumptions (e.g., mortality, retirement age, withdrawal rates), III. Medical inflation and membership continuation assumptions, 5. Actuarial Valuation: I. Calculate the present value of future medical aid contributions, II. Determine the Defined Benefit Obligation (080), III. Apply the Projected Unit Credit method as per GRAP 25, IV. Prepare a detailed actuarial report including, 6. Preparation of Actuarial Report: I. Summary of methods and assumptions used, II. Disclosure requirements per GRAP 25, III.
