Addendum: Amendment to Terms of Reference: Proposals are hereby invited for Huawei Managed Cloud Hosted Infrastructure As A services (IaaS), disaster recovery as a service, backup as a services, security, support and maintenance for the period of 36 months with an option to renew by additional 24 months. Scope: General Work: • Provide Infrastructure as a Service (IaaS) from Huawei Public Cloud which includes fundamental resources such as compute, storage, networks and others, where the Client can deploy and run its applications; • Set up, installation, configuration, management of application servers, database servers/storage, including Microsoft licenses for the environment; • Setup and configure the VMs, storage, Network, Database etc. at DR site meeting RPO and RTO (Recovery Time Operations) requirements; • Implementation, management and monitoring of DDOS, IPS, IDS Services, etc; • Implement anti-malware and conduct regular vulnerability scanning and penetration testing of systems and infrastructure; • Configure external connections to the hosting infrastructure required to upload database/files etc; • Deployment of Security patches on the running infrastructure; • Monitor the cloud services and ensure 99.9 % uptime of all services; • Manage the connectivity between Client’s premises to cloud DC and DR site – the bidder must provide a network connection between BMA premises and cloud DC with an internet speed of 100mb; • Security administration, planning and implementation of cloud management and monitoring portals for complete infrastructure and services procured; • Support issues related to migration of data from DC to DR; • Provide necessary technical documentations, design documentations, standard Operating Procedures (SOPs) required for operations and management of services; • Implementation of tools and processes for monitoring the availability of applications, responding to system troubleshooting; • Monitoring of performance, resource utilization and other events such as failure of services, degradation of services, availability of network, storage, Database systems, OS etc; • Provide the relevant reports, including real time as well as past data/reports on dashboard; • Conduct DR Drills and follow Standard Operating Procedures (SOP) and inform Client in advance for such drills conducted twice a year normally; • Monitor Internet Links, MPLS-VPN including bandwidth, data transfer, response time and packet loss and perform corrective measures; • Provide development support for the website requirements as and when requested by the department; • Performing PEN Test and Vulnerability test periodically for the Client environment; • Domain Name services will be part of bidder scope to manage and maintain for all the services that Client holds. Network Security: • The bidder must provide a Secure VPN access for all Client remote users – the number of users is 100 users; • The bidder must deploy Web Application Firewall and management for all the sites – number of Client sites is 10. Quotations are hereby invited for the appointment of a service provider to conduct a change management facilitation and training for a period of six (06) months. Scope of work: The successful service provider will be expected to render the following services: - Developing a change strategy that addresses and identifies key stakeholders for change, and providing necessary training or resources, - Identify opportunities for growth, career progression, and skill-building for employees within the client, - Creating and implementing communication plans for this change management process, - Provide a structured methodology that will be used to facilitate the adoption of the necessary changes, - Produce a comprehensive report including recommendations and the change management implementation plan, - Conduct a PowerPoint feedback/reporting session to Executives and Staff (These PowerPoint presentations will become the property of the client). Deliverables: - The Service provider must provide a clear, detailed project plan, activities, and time frames, - Conduct general management and staff feedback sessions, - Produce a Preliminary Change Management Report, - Conduct a PowerPoint feedback session with the Executive and Staff (These PowerPoint feedback sessions with the Executives and Staff), - Produce a comprehensive final report including recommendations and change management implementation plan, - Design, development and manage implementation of a change management process, - Regular feedback sessions will be held throughout the change management process to ensure the involvement of key stakeholders and alignment with organizational needs, - To develop a clear action plan based on survey results that outlines necessary changes and improvement, - To create a roadmap for implementing change management initiatives that align with the lessons learnt, - The platforms must be able to be used by the client to engage its employees (but not limited to) the website and Employee Information System, staff engagement sessions/general meetings, - The facilitator is expected to successfully build an organization change management plan and maintain its integrity, culture management is crucial, - Provide an assessment report on the affected employee’s understanding of the daily deliverables and impact towards achievement of the client’s objectives, - Close-out Report (brief report to be submitted at the end of the contract period, a reflection on all the advisory and support activities conducted, lessons learned from these, and proposed next steps).
