Tenders are hereby invited for the following: Gender-Responsive Labour Market Assessment: Save the Children South Africa. Purpose: This Study is being planned at the start of the Skills to succeed Global Grant 8 programme. It is expected to provide an assessment of the labour market from a local perspective, to identify market-driven employability skills needs, with the consideration of gender barriers, obstacles and to provide recommendations for programme design and implementation as well as advocacy. Objectives: The primary objectives of the study are to: 1. Identify sectors that demonstrate opportunities for entry-level positions or semi-skilled employment with potential for vertical movement and scale; 2. Develop detailed estimates of employment opportunities within each sector; 3. Identify gaps and challenges for potential employers to identify and retain quality employees; 4. Identify specific partners (including schools, NGOs, employers) with interest in providing opportunities to trained youth who experience systemic inequalities and discrimination, including in the green economy; 5. Document platforms/mechanisms that will most effectively facilitate linkages between employers and trained youth; 6. Document market gaps/opportunities for introducing innovative models for creating alternative employment pathways; 7. Be gender-responsive by identifying the ways in which gender and social inequalities impact access to employment opportunities, career aspirations and decision-making power, employment trends, and people’s employment experiences. The Study team will be required to undertake consultation with SCSA at the commencement of the programme in order to further refine the Study questions. Scope: The Study is required to cover the schools and communities in the planned geographical locations of: • Limpopo - Capricorn District Municipality: Polokwane Local Municipality, Blouberg Local Municipality, Molemole Local Municipality; • Gauteng - Tshwane Metropolitan Municipality: Mamelodi, Attridgeville, Soshanguve, Hammanskraal, Ga Rankuwa and Winterveld. Save the Children South Africa would like to conduct an external study on Labour Market Assessment (LMA), covering Capricorn and Tshwane, to: (1) Review and analyse latest labour laws and policies; and (2) Analyse the trend of labour market and industrial structure change; (3) Specify work competency requirements for target youth; and (4) Analyse entrepreneurship opportunities and relevant policies for youth in each location.
