Re-advertisement of contract number: ECIC06P-2022/23: Proposals are hereby invited for the following: Provision of external audit services for a period of five years (2023/24 to 2027/28 financial years). Scope of work: The appointed external auditors will be required to perform audit functions in terms of the following: - Perform audit functions of ECIC in compliance with International Standards on Auditing (ISAs) and provide an audit opinion for approval by the Board and tabling in the Annual Report; - Application of a risk-based approach to reduce audit risk to an acceptable low level thereby enabling the expressing of an auditor’s opinion that provides reasonable assurance whether the financial statements as a whole are free from material misstatement, whether due to fraud or error; - Maintain independence from ECIC in accordance with the Independent Regulatory Board for Auditors Code of Professional Conduct for Registered Auditors (IRBA Code) and other independence requirements applicable to performing audits of financial statements in South Africa; - The auditor’s fulfilment of other ethical responsibilities in accordance with the IRBA Code of Professional Conduct for Registered Auditors and in accordance with other ethical requirements applicable to performing audits in South Africa; - Prepare communication plan with ECIC, involving management, the Audit Committee and the Board regarding, among other matters, the planned scope and timing of the audit and significant audit findings, including any significant deficiencies in internal control. This will include scheduling of meetings, as well as written communications, including the final management report prepared in line with the Office of the Auditor General of South Africa’s requirements; - Preparation of the audit report, including technical report on the review of the financial statements (IFRS); - Perform additional audit procedures as required by the National Treasury, Office of the Auditor General of South Africa and the Regulators; - Any additional audit requirements as agreed between the parties from time to time, including the detailed review of the implementation of new accounting standards.
