         In het Sociaal Akkoord van 2013 hebben sociale partners en het kabinet afspraken gemaakt over een gerichte aanpak van de crisis en fundamentele en duurzame hervormingen van de arbeidsmarkt. Ondanks eerdere ervaringen die zijn opgedaan met het bevorderen van transities van werk naar werk en de hiertoe benodigde samenwerking tussen diverse partijen in sectoren en regio’s, blijkt van werk naar werk nog onvoldoende tot stand te komen.

         In het hierop volgende advies 2015/02 Toekomstbestendige arbeidsmarktinfrastructuur en Werkloosheidswet van 20 februari 2015 adviseert de SER pilots in te richten om ervaring op te doen met nieuwe werkwijzen die moeten bijdragen aan een betere werking van de arbeidsmarkt door betere en effectievere dienstverlening aan te bieden voorafgaand aan en tijdens werkloosheid.
