The consultancy will support the creation of Tunisian export consortia and their export activities to Sub-Saharan.

The consultancy will identify Tunisian sectors/products/services with export potential to Subsaharan-Africa, specifically to 3 selected markets. The firm will approach existing Tunisian export consortia/company clusters in these areas or support the creation of new export consortia/initiatives, raise awareness regarding market opportunities and support the establishment of export strategies to the sub-Saharan markets. It will actively support the firms in penetrating the markets, collaboratively with existing public and private export service providers. Furthermore, it will identify German companies willing and able to enter into a win-win-partnership with the Tunisian companies and support the establishment of these partnerships.
Within the framework of the basic project described in the terms of reference, GIZ reserves the right to award a contract for additional services of this type to the successful company in this procedure by means of a negotiated procedure without a prior call for competition, or to supplement the contract pursuant to the criteria listed in the terms of reference and the contract. The follow-on contract or the supplementation of the contract would have a maximum duration of 3 years and its maximum amount would be as high as the amount of this Contract.

According to Article 160, Section 3 of the German Act Against Restraint of Competition, application for re-examination is not permissible insofar as:
1. The applicant has identified the claimed infringement of the contract award regulations before submitting the Application for re-examination and has not submitted a complaint to the commissioning party within a period of 10 calendar days; the expiry of the period pursuant to Article 134, Section 2 remains unaffected;
2. Complaints of infringements of contract award regulations that are evident in the notice are not submitted to the commissioning party at the latest by the expiry of the deadline for the application specified in the notice or by the deadline for the submission of bids;
3. Complaints of infringements of contract award regulations that 1st become evident in the tender documents are not submitted to the commissioning party at the latest by the expiry of the deadline for application or for the submission of bids;
4. More than 15 calendar days have elapsed after receipt of the notification from the commissioning party that it is unwilling to redress the complaint.
Sentence 1 does not apply in the case of an application to determine the invalidity of the contract in accordance with Article 135, Section 1 (2). Article 134, Section 1, Sentence 2 remains unaffected.
