Construction Supervision Services for the Sewerage Infrastructure Projects in Desouq, Al Riyadh and Sidi Salem Districts - Lot 02
The work to be carried out under this services contract includes the provision of construction supervision services throughout the execution and commissioning of the sewerage infrastructure contracts in the Priority Clusters of Phase 2 and namely the contracts in Clusters D.03.1 and D.03.4 in Desouq District, A.03.2 in Al Riyadh District, and S.03.1 in Sidi Salem District all comprising Lot02.

The Kafr El Sheikh Water Supply and Sanitation Company (the ‘’Procuring Entity’’) have received financing from the European Investment Bank (EIB), the European Bank for Reconstruction and Development (EBRD) (“the Bank”) and the European Union toward the cost of the Kafr El Sheikh Wastewater Development Project, and intended to apply part of the proceeds to finance this service contract. The Procuring Entity invited the shortlisted Consultants resulted from the prequalification stage of this international restricted procurement procedure to submit proposals to provide the following Construction Supervision Consultant (CSC) Services for the Sewerage Infrastructure Projects in the High Priority Clusters in Motobas, Desouq, and Al Riyadh Districts. The services were divided into two (2) Lots, Lot01 comprising sewer networks and Zaghloul WWTP in Motobas district and this Lot02 comprising sewer networks in Desouq, Al Riyadh, and Sedi Salem districts.
Shortlisted Consultants were invited to submit their Proposals for one (1) or for all Lots considering that the Client reserved the right and would award only one (1) lot to a successful Consultant that submitted the Most Economically Advantageous Tender (hereinafter ‘MEAT’) pursuant to the provisions of the respective Request for Proposal (RFP).
The examination and evaluation of Tenders for this Lot02 was executed according to the provisions of the RFP Clauses 19 to 26. To be qualified for Contract award, shortlisted Consultants must have demonstrated the responsiveness of their Technical and Financial Proposals to the Terms of Reference (ToR) and the RFP. Only Tenders submitted pursuant to the requirements specified in the procurement documents were considered. The evaluation was carried out solely on the information submitted in the Tenders. All procedures were carried out pursuant to the provisions of the procurement documents that had taken into consideration the EIB Guide to Procurement.
The criteria and sub-criteria for the evaluation of the Technical Proposals comprised:
(i) Specific experience of the Consultant relevant to the assignment (a) working with the FIDIC Yellow Book of Conditions of Contract and (b) monitoring, controlling, and reporting Environmental and Social and Health and Safety project related aspects during construction and operation phases: [10]
(ii) Adequacy and quality of the proposed organisation, methodology, structure, and work plan in responding to the ToR: [20]
(iii) Key Experts’ qualifications and competence for the Assignment:
KE-1: Team Leader – Project Manager [10]
KE-2: Deputy Project Manager – Technical Office Engineer [7]
KE-3: Five (5) Resident Engineers, equal weight [15]
KE-4: Senior Procurement/Contract Expert [3]
KE-6: Senior Mechanical Engineer for supervision [6]
KE-7: Senior Electrical Engineer for supervision [6]
KE-9: Quality Control Engineer [4]
KE-10: Environmental, H&S Engineer [5]
KE-11: Social & Community Relations Expert [4]
Total points for criterion (iii): [60]
(iv) Permanent ad-hoc personnel in the home office to review, support, monitor and control the Project Team and provide backstopping services locally for construction supervision activities: [10]
The total points for the four criteria were set at 100 whereas the minimum technical score (St) required to pass was set at 75. Further, the lowest evaluated Financial Proposal (Fm) was given the maximum financial score (Sf) of 100. The technical and financial evaluation resulted in calculating the combined score by weighting the respective technical and financial scores pursuant to the Tender Datasheet Clause 26.1 by using the formula S = St x T% + Sf x P%, where the weights for the Technical (T) and Financial (P) proposals were set as T=70% and P=30%.
The Consultant evaluated as the Most Economically Advantageous Tender (MEAT), which was the Tender that achieved the highest combined technical and financial score, was subsequently invited for contract negotiation.
