Tenders are hereby invited for the appointment of a service provider to conduct the 2022-2024 Business Innovation Survey (BIS) and Agricultural Business Innovation Survey (Agri-Bis) fieldwork. Scope of work and deliverables: a) Enhance the quality of the business contact information in the sample of businesses provided by CeSTII, by refreshing it with business information from their own databases (Note: this should be quoted for separately to the interviewing); b) Work together with CeSTII research staff to design and develop a training programme that is fit for purpose. The training should cover both the BIS and Agri-BIS. The consultant firm will be responsible for the compilation of training materials related to interview etiquette, quality control, and other survey protocols, as well as the training programme, exercises, and training evaluation reports. The CeSTII team will compile the questionnaire-specific manuals. Note that many of the concepts and questions are similar across the two surveys; c) Provide all fieldworkers with the necessary facilities and equipment to carry out the surveys in a highly professional and ethical manner; d) Assign and supervise fieldworkers; e) Pre-test and pilot questionnaires; f) Send out bulk emails using appropriate software and monitor/respond to emails accordingly; g) Conduct telephone interviews; h) Assist respondents who are self-completing the questionnaire (where necessary); i) Manage fieldwork operations using an appropriate case management system; j) Manage, quality assess and process data; k) Share data with CeSTII on a regular basis; l) Prepare fieldwork progress reports on a weekly basis and participate in regular review meetings with the CeSTII survey leadership team; The progress report should include: - The current status of each enterprise in the sample; - A summary of the number of enterprises by status; - A summary of status for each stratum; m) Provide a call log for all enterprises; n) Securely store recordings of all interviews; o) Final data checking prior to submission of data; p) Deliver final fieldwork report and dataset, in agreed upon format.
