DAIR ALLA WELLS ASSESSMENT- CENTRAL TENDER No. (56/2020 Retendered)
The project aims at conducting an assessment of groundwater wells in the Abu Ezzighan, Rajeb, Karamah and Dhahret Erramel wellfields that serve localities in Dair Alla and Al Karamah in the Jordan Valley. The project objective is to determine the current conditions of the groundwater wells and the aquifers to develop rehabilitation programs for the wells pumping systems (riser pipe, new pump, well head, metering and valves etc. as necessary) and identify potential new well locations if needed.
The project includes the following components:
• An initial inspection program of 20 existing production wells.
• The reporting of findings and recommendations from the initial well inspection program for potential rehabilitation activity.
• A subsequent program for well rehabilitation works (existing production wells).
• Post-rehab camera survey.
• Well performance (step drawdown) testing.
• 96-hour constant rate test for selected wells.
• Reinstatement.
• Other scope items.
The project site is located in Dair Allah and Karameh districts in the Jordan valley – Salt Governorate about 55 km west of Amman city.
The Water Authority of Jordan (WAJ), through the Government Tenders Department (GTD), invites contractors that satisfy the eligibility and qualification criteria to submit tenders for the Dair Alla Wells Assessment (‘the Project’). WAJ has signed a loan agreement with the EIB towards the costs for the implementation of the project. The tender procedure will be carried out according to the GTD procurement procedure and in line with EIB Guide to Procurement (GtP) https://www.eib.org/en/publications/guide-to-procurement.htm). WAJ and GTD will not be responsible for lost and/or undelivered documents.
Tender documents can be downloaded from the GTD website (www.gtd.gov.jo) starting from 16 February 2021 until 12.00 noon on 15 March 2021. Eligible contractors shall notify GTD by email of his intention to submit a bid no later than 18 March 2021.
Tenderers must submit their bids in the form of qualification proposal and financial proposal via Electronic or Hard Copy Submission in accordance to the rules and procedures of the RFP document.
Electronic submission: qualification and financial proposals must be submitted in two separate files with the name of the tenderer. The electronic files shall be uploaded to the GTD website before 12.00 noon on 19 April 2021 to the GTD website.
Hard copy submission: qualification proposal and financial proposal must be submitted in two separate sealed envelopes (Envelope No 1, ‘Qualification Proposal’ and Envelope No 2, ‘Financial Proposal’) at the same time.
Each envelop shall contain 1 original and 2 copies and 1 soft copy of the required respective documents, in accordance with the tender documents, before 12.00 noon on 19 April 2021, to the GTD at the below address.

Late tenders will be rejected and returned unopened. Tenders will be publicly opened at 13.00 on 19 April 2021. Tenderers can follow up the opening session directly transmitted audio video at GTD official website.
Each tenderer shall provide as part of its tender an unconditional tender security in the name of His Excellency the General Manager of the Government Tenders Department in the amount of Jordanian Dinar 39 000. The tender security shall comply with requirements stated in the tender documents. Any tender that is not accompanied with an enforceable and compliant tender security shall be rejected as not responsive.
Any questions regarding the tender documents shall be sent to the GTD, at the above address. All questions must be submitted in writing via fax or e-mail. No questions will be responded to if submitted through any other means. All questions will be responded via Addenda and will be sent to all tenderers. All questions must be submitted and received not later than 25 March 2021. No questions will be responded to if submitted after that date.
Qualification and evaluation criteria
Jordanian contractors: provide certification of classification in the field of Water Wells Drilling per the GTD of the Ministry of Public Works and Housing.
International contractors provide evidence to satisfy the below qualifications:
— the Firm has been registered as a contractor for at least 5 years before the issue of the RFP;
— the contractor has successfully performed at least 2 similar projects in the last 10 years that included at least the assessment of 5 wells. Each contract value shall be more than Jordanian Dinar 1 million or equivalent;
— the Firm has the qualified staff to perform the work within the organization;
— the firm has the equipment or provide proof of the ability to provide required equipment if awarded the contract;
— the Firm has the financial capacity to perform the required work.
The contract will be awarded to lowest price of the eligible, qualified and technically responsive tenders, provide that the prices are considered.
