Reasons for the decision to award: After assessment of all evaluation criteria mentioned in tender document (qualitative criteria and price) the winning bidder has received the most utility points among all the submitted bids. The offer of the winning bidder convinced above all regarding Qualification and Experience of the nominated team (AC 1) where the nominated team members for Ashshash had ample experience in managing projects (of comparable size) on migration and counter-trafficking and the Team Leader proposed for the project had deep involvement in successful policy advocacy with the Government of Bangladesh. The winning bid also achieved the highest utility points for Understanding of the mandate and general approach (AC 2) where the winning bidder has provided a sound description of the approach for cooperation and coordination with other projects and a convincing strategy for decision-making, particularly for monitoring and field management.
Procedures for appeal: The tender proceeds in accordance with Section 3 of the Federal Ordinance on Public Procurement (PPO). There is no right of Appeal.

All bidders in 2nd step submitted an offer. The Contracting Authority reserves the right to award subsequent mandates to the successful bidder of this tender procedure if a change of bidder is not possible for economic or technical reasons, or would cause significant difficulties or incur disproportionate costs for the Contracting Authority.
